So....you're saying that you need to have Android 5.0 to screen capture without root, correct?
They didn't make screen capture permissions a standard until 5.0, hence the need to gain ROOT access for any older Android versions.
You must be running an Android 4.3 device currently?
Edit: Just saw that your title states Android 4.3
Why can't you upgrade... at least to the 4.4 KitKat version? I think that is actually when they started to implement screen capture built into Android. Anyways, try searching for "screen capture recorder no root"
I've used plenty on mine, currently using Mobizen but I'm on 6.0 so it is no issue..

4.4>> and up android are the most eligible android for the actual app in play store. if you have an older version android there is no screen recorder available. but if you have 5.1.1 and so on u can use mobizen / DU recorder and even higher you will get the AZ Recorder

You can try this Android Screen capture app AZ Screen Recorder az-screen-recorder.en.uptodown.com/android. It is one of the better all around screen recording apps on Android. It’s one of those “it just works” kind of apps. You open it up, start the recording, and then it will save when you’re finished. It also doesn’t include watermarks, advertising, or time limits. You can also pause the recording if needed. The app has all kinds of tweaks and additions that you can make to get your videos looking crisp and complete. It’s free to use if you want to check it out. Another choice is to use WebEx to record a video and then share it to Android by changing the output WRF format to MP4: www.videoconverterfactory.com/tips/wrf-to-mp4.html

On my Note 5 I use the Game Tools widget that appears when my phone is set to gaming performance mode. Works great and doesn't slow down my gameplay at all while recording.
