What am I supposed to do to get the Ultimate Gendarme? Or Ao Ming for that matter? It doesn't seem linked to anything.

But what's that got to do with Ultimate Gendarme? Did I miss the explanation on how to get it? Is there a post from Pixonic somehwere?

You have to get them from the Ultimate data pads.
FYI : Each gendarme costs 15k platinum to level, the Ming itself costs 20k. Plus 20 upgrade tokens.

dinnerplain : How you get it? Bring money. And when you get the Ultimate Data Pad, you have in THEORY a 1-in-4 chance of getting the Gendarme. Breath? Don’t hold it.

FFS, I've got to earn 25,000 leadership points to get a 1 in 4 chance of winning an Ultimate Gendarme. 「fluffernutter」 that for a joke, I don't do gambling. If I could earn or buy the Ultimate Ao Ming/Ultimate Gendarme, maybe, but got to gamble to win it? No 「fluffernutter」ing way.
And yes, in theory 1 in 4, but I imagine the odds of getting an Ultimate Gendarme decrease with the number you own.

Great I think, I've knocked a couple of those off.
Oh no, the leadership milestones you've reached for the leadership events that aren't yet completed don't count towards this.
Could Pixonic be much more of an 「bum-bum hole」 if they tried?
