All right, Storm Racks are in the shop for a cheap price. A serious Tengu is a long term goal of mine. Should I grab ‘em and outfit those or are the other choices better considerations?

I think Storm Racks (I haven't seen it in the store yet) would likely be the best at this point. While I loved Tengu with Shotguns albeit briefly and was more of a Shadow guy, for light mechs to survive in this meta, you need as much oomph for your buck as possible. This includes being able to engage mechs like Bastion outside of the EMP range and having a chance at cracking the Aegis shield. As for Hemlock, if you get Dazed, at least you have a chance if you use your ability and hopefully ride out the EMP with stealth.
But, shouldn't you have the Cryo Jav 6 by now? They gave it to anyone who invited one person because now they've upped that invite reward to Cryo Jav 12. I still think light mechs are better run out of LOS these days so if you have the CJR6, maybe run that?
But if SR8 is for a good price, I don't think I could pass that up either if I were working on light mechs.

Close quarters weapons are best for Tengu IMHO. Fragment Guns might work after the jump ability. So I chose Embers. After that maybe missile racks.

You'd need the gold reload plant for Storm Rack to be a good close in brawler, but if you buy that, then I'd say SRa will be the best choice.
