Ok, has anyone else noticed this? Firing at a red, expecting them to melt cause you know you have the power, but they are left with a sliver. It's not the HP bar glitch - though I know that's back. The HP bar glitch is when you hit something for a ton of damage, the HP gauge goes down to almost zero and then springs back. I've been seeing this again when I use my EMR12 on my Eclipse.
Anyway, I'll give an example of what I'm seeing with respect to HP. A maxed Bastion has just shy of 400k HP. My dual RG16 combined do over 550k of damage in one double shot. I should technically be able to hit a Bastion full frontal without it's shield and wipe off the screen. But, it never fails, I'll leave it with a sliver of HP. At first I thought I'm not hitting it square but I've also seen it when I step out, flash my system crash and nail it close range. Most of the time, it's not a big deal cause I'm usually pretty good at cycling my RG shots and I can just single shot the Bastion in a couple of seconds to kill it. Occasionally, though, I'll be out of ammo due to multiple targets and end up having to retreat or get killed. I've also seen this sometimes with EMR16 but have always chalked that up to the EMR16's lower shot damage and the critical hit chance nerf.
Then, on the flip side, I'll get OSK in my full HP mech and then see that my killer has EMR10 that has not been maxed...WTH?

My guess would be whatever you’re firing at has a monster ranked pilot and implants. A maxed legendary pilot adds 40% to the mech’s HP. So your 400k HP target could potentially have 560k HP. There’s your sliver. Add 30-40% weapons damage, plus any weapons implants, and that’s probably why you’re getting OSK’d. AI especially is dirty like that.
What kills me (literally and figuratively) is when an AI can pop off my Lancer mid-jump with a slow-azz MR. I’m dancing side to side and then jumping, and that SOB never misses a single shot. Shouldn’t be possible, but they do it.

Soo... I'm embarrassed to admit this...my example above is stupid cause I forgot the damage per magazine vs damage per shot...
Per shot, my RG16 does about 93k each so what I'm seeing makes sense.
