For some reason, the only way I can create a thread is through the only MA section. Is this the way things are or am I missing a crucial detail?

No, but you must choose a section of the forum you want to post in, such as General Discussion. Once you are in a section, Create Thread option is in upper right area |

The button is only appearing in the Only MA section.

That's why the threads I made always started from there.

Ok, the issue is you are selecting sectional tabs from the top of the page.
Select HOME.
This will then show all the different sections such as General Discussion, Clans, Rants etc.
Select a section from there and you will definitely have Create Thread option appear top right on each page.
When you are only selecting from the top tabs such as No MA, Recents…other than MA Only you are not going to get the create thread option
