Is it unique to Javelin or other weapons can crit too. Also, if other weapons can crit to what is the base chance? 10%, 20%?

Javelin's base chance is 10%, as listed next to 3 stars when you tap on the rank in the stats screen.
The only other weapon that can critical hit is the 「fluffernutter」ing Railgun.
