If a shield is hit by a rocket, it damages both the HP of the shield and the HP of the robot itself.

But only the damage to the bot counts for damage for scoring. The ECU soaks up some of the missile damage and it counts for nothing in terms of scoring.
Lag plays a big role in missile damage. What looks like a great hit in one match may not score as much damage because if there is lag in that match, your missile may actually be scored as hitting further away and splash damage is reduced according the system.
