You can spend your WSP on bots and weapons but not upgrades, each bot and weapon has its own price. You can use them when you have saved enough points

At level 20, a new button (the workshop) and a new currency (WSP) will appear. You "earn" WSP by building them, using their own queue. 40k Ag buys 85 WSP, which take 4 hours to manufacture. You also get 40 free WSP per day and you can buy extra WSP using gold, at an ever more inefficient exchange rate (that resets when you get your daily free points). Finally, you get bonus WSP 4 times per workshop level as you level it up to level 15 (max).
As for spending the points, it's like any other currency. The last 5 bots in the store (stalker, carnage, rhino, fujin and raijin) and 5 of the weapons (magnum, taran, hydra, trebuchet and trident) are priced in WSP. The usual advice is to invest into magnums and tarans first.

I don't think it is 85 at first... you have to level up the Workshop... and IIRC the amounts each batch gives you increases per level... or something like that... it has been a while! I know you cant do all 6 at a time at first... you start with 1 or 2, then unlock a new slot as you level, until you get all 6. The best thing about the leveling up of the Workshop, is that you will get 2x, 3x, and 4x bonuses randomly as you collect the WSP. That stops once you max out the Workshop at level 15. (Level 15 Workshop level, not player level... fyi.) But yes... 4 Tarans and 4-6 Mags are usually the minimum recommended amount.

Leveling up the workshop only unlocks more queues, until level 9 which is when the 6th slot opens. The only benefit to leveling as far as your WSP queues go is that you only have to check once a day instead of every 4 hours to collect them. And the bonuses every 25% of a level of course.

Once you have WSP the usual advice of weapons before 'bots applies. My advice would be to buy two Tarans then two magnums with your first crop of WSP.
It is exceedingly rare to see a hangar without at least these so I don't think this would ever be a waste. Whilst you are upgrading them and accumulating more WSP you will have plenty of time to decide what to do next.
Though it can be tiresome when you are starting out to here the refrain .... later in the game when you have been playing a while .... , however, once you have been playing for a while you will have far more WSP than there are things you can usefully spend them on so don't sweat it too much.
