So, tanking is still a problem, and many people are not really incentivized to try for high leagues.
Here's a possible solution: limit the level of upgrade you can start based on your current league. Something like:
Max upgrade start level - league 5 - below bronze 6 - any bronze 7 - silver III 8 - silver II 9 - silver I 10 - gold III 11 - gold II 12 - gold I (no cap)
If player drops league during upgrade, then upgrade would complete (if there were upgrade queues, then it should drop the incomplete upgrade to the queue). It would probably be good to be able to buy higher upgrades with gold, and getting level 6 heavies could still be possible regardless of level.
I tried to set level caps so that there would be only a small impact on "normal" playing, just a bit of incentive to get to higher league to continue upgrading.
Can anybody see significant downsides to this?

Not going to work. It makes it easier for higher players to drop down and win players who have capped levels. Players might get stuck in a paradox, you obviously need weapon levels to advance in a league, but the league caps your upgrades and prevent you from doing more damage.
But it wouldn't be half bad if the caps are on maximum levels rather than upgrades. This means that all bots used in a league will be artificially lowered to the maximum allowed in that league. So a 12/12 bot in a silver 1 league will be artificially lowered to 9/9, but a 7/7 bot in the same league will remain at 7/7 but has a 2/2 upgrade to go. If this is the case, gold 1 is too low for 12/12, instead set 12/12 on expert or diamond, with masters league and champions league being the elite skills or squad based leagues, then work the levels down from there.
IMO, increasing silver incentive with increasingly advanced leagues is a good way to get players to stay at their leagues rather than drop down to trash lower leveled players. It will also push players to get as high as possible. Silver is scarce beyond 9/9. But I don't see this being implemented, not when Pixo has been reducing and limiting our silver rates. And I prefer not to push for it, Pixo is more likely to set current silver rates at master league and reduced silver rates for the lower leagues. So it becomes a disincentive rather than an incentive.

Or at least tankers would have to stay in high leagues for a while if they wanted to upgrade their equipment towards 12/12. This could be further enforced by actually stopping ongoing upgrades if player drops too low. About automatic reduction of weapon/bot level by league, that wouldn't make tanking any less attractive. A tanker-clubber could just keep upgrading their equipment towards 12/12, and would still have maxed out equipment (IOW nobody else would have better) for any league they went down to. It would even allow return of Gep clubbing hangars, because at bot/weapon level 4..6 or so, Gep is very strong still, Gareth and Stalker overtake it only at higher upgrade levels. That kind of hangar would then be exclusively for clubbing, just like it was in the old MM. Actually that would be like worst of bold old and new MM combined.

You could always use real life as an example... You don't see pro ballplayers dropping down to the minors for better payouts because that just doesn't happen. So just increase the payouts as the leagues get higher. You wouldn't have much incentive to drop leagues if you have to win 10x as many games to get the same payout.

This is a really interesting idea, I never even thought of it. But I don't think it solves any problems since it would just turn into hangar-based MM. You could always use real life as an example... You don't see pro ballplayers dropping down to the minors for better payouts because that just doesn't happen. So just increase the payouts as the leagues get higher. You wouldn't have much incentive to drop leagues if you have to win 10x as many games to get the same payout. They could already do this now but they don't because there's no room for extra payouts... can you imagine getting 130 au for one match? No one would ever buy gold lol

League bonus win,all players in winning side gets respective amounts of Au and Ag depending on the league they are in. 1/10k- below bronze 2/15k- any bronze 3/20k- silver III 4/25k- silver II 5/30k- silver I 6/35k- gold III 7/40k- gold II 8/45k- gold I 9/50k- diamond III 10/60k- diamond II 11/70k- diamond I 12/80-100k- Above diamond
Just to help the repair bills
I would also like the new mm and the old one to merge so you are capable to play a low level light hanger without hurting the noobs much.Like a tiering system that uses the weigh weight system and a sub tier made of leagues for that weigh and level so clubbers face other clubbers.Although it's not fullproof it should bring back the nostalgia of playing as a light/medium.

No one would ever buy gold lol I was thinking Ag would work better since you need more of that the higher you go... of course at the moment the way leagues work we have the equivalent of minor league teams being allowed steroids, corked bats, and doctored balls so they can compete in the majors so I guess the league analogy really doesn't work any way you apply it.

The average tanker can make 350 Au a day...Unless your system is paying that then its a Fail.
