Is there a way to fix this? When reading messages or looking at clans/requests the scroll will go really slow,then all the way to the bottom of you even look at it funny. Kind of annoying.

No fix as of now. I usually try to scroll as slowly as I can.

current fix i've found is to hold the bar slider on the right side when it starts hyper scrolling.
