Nope. From a technical stand-point, world chats are serious overhead. They generate lots of network traffic, and encourage idling (not as in 'tanking' or smurfing, but as in not playing the game while babbling). The clan chats are bad enough, but the traffic generated from clan chats is very focused, mostly just attempts to organize squads, with the occasional actual conversations.
Global chats, on the other had, usually devolve into off-topic free-for-alls, much like any comment section from a controversial topic on Facebook. This would require systemic moderation on Pixo's part (think censorship) in order to keep their 'kid friendly' game ratings on the various App stores. Clan chats, on the other hand, require a human (for the most part) to approve membership in joining the clan, thus Pixonic has no obligation to moderate them, since they can point the finger of responsibility at the clan officers.
I wouldn't expect this to happen anytime soon. Pixo is clearly having enough issues just coding the important features of the game.

Well you viewed this matter from a different perspective, I like that. I also agree with you. If such a chat was introduced then it could cause some latency and Frame Rate drops.

I also like the fact my 9 year olds don't have to be exposed to profanity when they're just trying to blow up bots and flip beacons
