I have never really considered getting Ancile...till now.

The damage is not registering twice now => good thing!
The regeneration got nerfed from 5% to 3% => bad thing! ...really?
Unless I'm wrong in reality both factors actually went up!
If the shield force was "N" and the issue of damage ("D") being registered double (2x D), we could consider that shield to have actually 0,5xN strength.
Or, if you like the opposite perspective, now the shield has effectively 2x more HP than it used to have. It works if you look at it from perspective of hits it can absorb; e.g. if before it was down after 1 aphid salvo, now it could take 2 at the same level.
Now, if you take into account fact that regeneration is referred to the max shield strength (now full "N"); that brings the conclusion that in real life, the shield now regenerates actually faster then before, when considered in HP/second regeneration. It does pick up effectively 6% of what it used to be when each hit was being registered twice; HP gain is the same now 3% of "N" as it would have been 6% for "0,5xN" (actual previous shield strength).
Example n numbers: if shield was 100k and damage was picked up the way it was, the shield was valid as 50k protection effectively. Regeneration at the 5% rate was giving so 2,5k HP gain per second. Now the shield is acting the proper way and damage is not registered twice, so we can finally consider the whole 100k as its strength. In such case also the regeneration of 3% results in full % rate, giving additional 3kHP/sec => relative 20% more HP/sec to what it was!
This does not take into account the increase in shield reactivation threshold (which is a slight nerf) and the fact that some small remaining fraction of the shield may still stop the entire short salvo (being a buff that could be, in real play, actually +/- zeroing with the reactivation threshold nerf).
Good times for Ancile I would say!
