That's it. I'm just not good with the Doc. I have one at lvl 9 and decided to dust him off for a day and see what I could do...Orkans, bleh...they don't unload fast enough (like they used to) so by the time I quick draw, I'm dead. Ditto with Tarans and ST's. The second ST shot hits the ground because my trigger finger is too itchy and then my target is dashed to cover. The only thing that kinda works is tulus. Mabye Doc isn't meant for master league, he's just not funky enough.
In conclusion, I suck at piloting doc...end rant.

I can't keep one alive. I have Tulumbus and Hydras on it as part of a med/light support hangar. I like the idea, and it can work, but not well enough.

Builds I used when running DOC... and some random rambling:
All Orks is a measure of patience and teamwork... I found this to be a flanking build and/or a build that does best with an Ancile or Physical Shield buddy to help keep you alive. That was before the flooding of new bots though... mainly just had to fight the K-Bots at the time... Stealth and damage resistance and all of that may well be too much for any direct fire build in CQB.
Hydra + Orks was a great bait and switch build.
All Tulus is awesome with upgraded Tulus and careful piloting.
Scourge on two arms and something else on the other set is a good bet.
One I would try now if I had 4 ready to go:
4x Vortex or a hybrid with 2x Vortex and 2 of another weapon (maybe storms or Puns to knock down shields? Or Tarans or Scourges to have some direct fire self defense?)
Basically just keep your head down and don't be aggressive in that bot. It's not agile even though it's not too slow... I would describe it like trying to drive an old Lincoln or Oldsmobile... good power but not very nimble.
If you drive it like a scared, non combat soldier who got stuck in a fire fight with very little training, it should survive a bit. With no defensive ability, however, it's just not going to compete as well as the bots that do, in a head to head fight.
IMO, YMMV.

Seems like an ambusher, as it's not tanky or agile enough to go head on.
Whatever range your fighting at you have to be aware of what's around you as well as what your target is. Try and come from the enemy's blind side, and use cover to shoot and duck.
At longer ranges it may not get kills or score high damge, but it is great for supression/controlling choke points. For closer encounters you can get the drop on distracted targets, and finish them off.
If you run it with a solo mindset you'll die fast. Take advantage of situations rather than trying to create them, if that makes any sense.
