I left War Robots several months ago because I could not stand the cheating I was seeing. On top of that, the issues with pay to play, overpowered weapons and dashbots, match making, leagues, etc. made the game more stressful than fun so I bailed. I returned to check in on things to find that there have been changes, but nearly enough to correct the failures. So here is my rant on leagues and match making again, new for 2018.
Cheating is unfair behavior or playing. Hacking is when someone modifies the game pieces to be better than as provided by the developer. I have only seen this 2 or 3 times where a robot or weapon does not behave the way it is supposed to. While I marvel at the effort and talent it takes, it's still cheating and should result in a player account being banned.
Exploits are using some quirk of the game to gain an advantage over other players. Most people think of using exploits as just being creative and resourceful, but I have it from Pixonic that they consider this cheating. Essentially an exploiting player side steps the basic gameplay intended by the developers in order to gain an advantage for personal benefit.
Tanking is considered to be an exploit and is a tool used by cheaters (Pixonic's definition) to participate in battles that give them an unfair advantage over other players. We have all seen Tanking being performed (assuming you are paying attention) and know the results.
Tanking itself results in a player rating far below the capabilities of the hangar. This makes enemies hard to kill, games difficult to win and rewards, which are based on generating damage points, very challenging to earn. We have all seen this before. In fact I see evidence of it in EVERY game I play at Diamond 2 league level. EVERY one. Two examples are full hangars with very high level weapons one expects in Champion league, playing down several leagues below. Or, a single very high level robot and with weapons far beyond the players league rating. Alternatively, there are lower level robots with very high level weapons mounted. My personal favorite is a hangar full of dashbots mounting mk 2 weapons rated as Diamond.
The process of tanking is easy to spot as well. Typical is players dropping out of a battle after half a minute or so. It's always upsetting to see that your team has shrunk to 3 players in about 3 minutes of play. Next would be players just standing around out of battle. Third is my favorite, where players cycle through their hangars to replace their robots in Deathmatch. The Deathmatch game has become the ultimate enabler for Tanking.
So why is this thread here under Leagues? That is because the League system created this monster. As long as Pixonic stays with Leagues for match making, this will continue to be a problem with the game. Their fix is to allow players to report other players suspected of tanking, which they claim to investigate. Their response is to quarantine offending players in a penalty box called the Tanker's League.
There is a better fix. I have called for a rating system in match making that is based on a hangar's power, not the player's average trophy count. Trophy count is based on a player's activity, which obviously can be manipulated. Weapons ratings are just that. They are unbiased. I propose two screens: one for the sum of all the weapons mounted and one for the levels. In the first screen, a hangar gets rated for it's combined damage capability. A player gets matched with players of similar capability regardless of their league rating. This way, Champion players can be in Diamond battles for fun and not be accused of seal clubbing because their hangars are no more powerful than everyone else's. An alternative would be to have the game AI downgrade a weapon's capabilities temporarily for the game level being played. That way a Level 12 weapon cannot do more damage than, say, a Level 9 weapon if in a Diamond league battle. This is how on-line MMORPG's even things out.
Secondly, a player's hangar should be rated based on the maximum weapon or robot rating in the hangar. This insures that someone running a single Level 12 robot with Mk2 Level 12 weapons is only going to see players with Level 12 Mk2 weapons. This would also promote players upgrading their robots and equipment at the same pace. There would be no incentive to having very high level equipment in a hangar with lower stuff because they would be matched with players who may have entire hangars with higher level items.
If Pixonic is committed to the League system, then add these changes to discourage cheating and exploits to make sure it works. I would add that once a player hits a certain League, all the restrictions come off, be it Master or Champion league. The problems I see are not at the upper tiers, it's in Diamond and Expert. You don't see it as much in Gold, but I do run across a few Gold level players who are obvious tankers running massively overpowered hangars.
Lastly, I will tell you that I report EVERY tanker, or suspected Tanker I come across regardless of the team he's on. I send a screenshot and explanation to Pixonic tech support of why I think the player is a cheat. We should all do the same because that is the only way this mess gets cleaned up. This way we all have more fun, we still upgrade our robots and equipment, we still buy gold and keys while combating the pay-to-win culture that seems to dominate this game.

I cannot see a move back to a hanger based system. The leagues were implemented to enable the monetisation strategy and to lessen the impact of selling power. See smirnov's remarks in this regard.
The MM is foundementaly flawed because it cannot lessen the effects of P2W as long as it mixes whales with non whales in order to provide the whales the clubbing experience that the game is designed to sell.
The leagues are full of tankers and even despite the current tanker crackdown Pix needs the tankers. Perhaps a bit fewer then there are now. Tankers make up a tremendous proportion of the user base, they play a lot and they are responsible for proportionately watching more advertising thereby being responsible for a huge chunk of that very lucrative revenue stream. Tankers also spend money like other non super whales.
Pix also said that a player with any equipment cannot be regarded as a clubber in diamond and up. But again You need to be mindful of words and concepts when it comes to tankers and clubbers. There is a difference.
At the end of the day one must also bear in mind that the MM tanks everyone. Recruits mixed with silvers and silvers with experts and so on. That's system approved clubbing.
And finally, Smirnov also said that the game essentially coxnsists of two types of users and they are both catered for. Ones who save time and spend a lot and ones who save money and grind a lot for resources. What better way than clubbing and tanking?
It's part of the game by design. Any opinion to the conterary is flawed. It is a product of aggressive monetisation and would take a significant change in strategy to sort.

I've said it before, and I'll say it again. I could write a script that will find every tanker in the game in about 30 seconds.
Why don't they? Because they don't GAF about tankers. Never have. Never will. They only care about money, and tankers and seal clubbers are some of the biggest spenders. At least they look like it from the looks of the hangars these clowns eject 4 times out of.

Pixonic already moved away from the previous hangar based system so they could make money off of y'all. Leagues are hear to stay because it does exactly what pix wants it to do.

Actually, this is what they wrote me recently but it is a false truth. They claim to have had a hangar based system, but it was not inclusive of my recommendations. It was oversimplified and allowed for players to "game" through it. Nevertheless, if it was in place, why was I in so many battles with Champion and Master players who happily seal clubbed weaker players? Obviously their filter back then sucked. To repeat, a hangar based rating system does not necessarily mean the end of Leagues, if they want to keep it. I wouldn't, but whatever. They actually could resume usage of the points system they had originally. It currently stops at level 30. Maybe they need to expand it and tie it to hangar strength. Tying it to player experience is worthless since that is what is being manipulated by tankers/cheats. For example, maybe they could take it to 100 where that is reflective of a maxxed hangar - both weapons and robots. As you improve the strength of your items, your numerical score increases. Then matchmaking would consider these scores to make sure you never play too far outside your strength range. This seems to me the easiest system to implement since it is already there. As for hangar rating, I propose it be based on weapon strength. You can do it by level, or, better yet, base it on DPS of the combined arsenal carried by all robots in the hangar. If not DPS, then just take the combine damage potential of each mounted weapon. Pins would be 4 rockets x 2K each or 8K per Pin mounted. Do that for every weapon. Sum that all up and there you are, max damage potential you can use to index against other hangars. I'd have to think of how to incorporate robot levels, but that stat isn't as influential in game play. The other filter I suggested was a max weapon level stop. Basically, you can only be MMed with players equipped with similar weapons at a maximum level. It is too difficult to really refine, so I am proposing that a hangar's highest weapon rating set the bar. If a hangar mounts a Level 12 item, one or the whole hangar, you cannot be matched with someone who doesn't have at least one Level 12 item. This keeps parity by discouraging stacking small numbers of max items on a single robot that the player intends to field while holding the rest of the hangar at minimum levels. No 12 Bulgasaris with 12 Shocktrains standing amid 4 unarmed Cossacks. I have seen this in a tanker's hangar. The final suggestion is harder to pull off for the devs in this game, but has them setting max items limits for each League. You cannot join in a match if you mount a stronger or weaker weapon than is allowed by the approved range. For example, Silver would max out at Level 8. If you try to mount something higher, you need to get to the next higher league. OR, you can mount it, but it operates like a Level 8 item. This is how you build parity. The fact that this has not been done means (1) Pixonic devs are not clever enough to pull it off, which I sincerely doubt, (2) they are not in touch with what happens outside of the higher leagues, possible or (3) they have no real interest/incentive to correct the dysfunctional system they have now. I'd like to think that (3) isn't the case, but more and more I am cynically believing it. This means that if I want to continue to play War Robots and not be frustrated, I need to tank myself down to a league where I can be more effective. My recent experience is that this is where more and more players are headed, which is very unfortunate. Pixie created this mess and people are adaptable.

When and for how long did you play this old system. what you describe does not sound like the old matchmaker to me. (Yes it was exploitable - but that was a single fixable bug on gepards).

Yep Even with limited queues there will be one champ on each side, 2 diamonds etc. (or equalised league points to match) a tanker with high end weapons will replace a lower level player and be on a stronger team.

Here is an interesting update to my original post. I still stay involved in the game and report happily anyone or clans I encounter who clearly and obviously tank. Note that there are a lot of players who fly really close to the edge, but (in my opinion) are difficult to make the case for tanking. Even if I am convince that this is what they are doing. And yes, there are some clans that specialize and have adopted their game play to tanking/cheating. I seem to find them more on the Asian servers, or at least with Asian language letters.
Recently, I was placed in the penalty league by Pixonic and they could not tell me why. They restored me within a few hours. Apparently, my dropping out of games where there are tankers playing runs the risk of being labeled a tanker myself. How ironic! My habit of play is that I will not drop into a game that is unfriendly to my hangar - such as a long range duel map with me loading brawlers. There are occasions where the game drops me into it even if I try to leave before dropping. In those cases, I leave the game promptly, however, I wonder if Pixie scores this as a tanked game. I will drop out after playing if I find that the other team is massively overpowered. This is where I'm seeing my team getting massacred by Mk2 weapons, or note numerous Shocktrains on the battlefield or that the other team is solely composed of Dashbots. My logic is that the game is supposed to be fun and if it is not, stop playing. Don't look for me to be the 6 v 1 defender.
I have noticed, while in the tankers league, that tankers simply do not care about this being a penalty. A tanker is not going to change their behavior for fear of spending a few hours in the penalty box. They are just going to try harder to not get caught next time. Again, this is a player behavior issue and trying to create parity in a game using this parameter is ineffective. Back to the hangar system.
On that, Pixie told me that their previous MM system was based on hangar strength and it did not work. I find that hard to believe. In fact, their system might not have worked, but they gave it up too soon. Secondly, no one said drop the league rating system. If it works most of the time, then refine it with layers of other screening systems, like component strength, max damage potential and item limits per league level.
Frankly, it looks to me that Pixonic isn't going to change anything that affects their cash flow potential and if that means tacitly approving tanker behavior, then there you go. They will never change certain weapons or bots favored by their core clientele, the pay to win crowd. Sad, because with a few tweaks, this game could become legendary. In the meantime, my objective is to build my Diamond 2 hangar to a solid 11, rotating out to weaker weapons and bots when I near the trophy limit. Eventually, I will have a fully leveled hangar of 15 plus bots that will take me into Diamond 1. This is how the game advancement was originally intended. My hangar should be in Master league by now, but new weapons, dashbots, Mk2 and the failure to contain either the pay-to-win or tanking culture has me stuck here.

Asians and Russians make up the majority, although there are plenty of tankers from other nations.
Pixie are mostly telling the truth, the prior league system did have flaws, however, not nearly as bad as the flaws of this system. Sadly, under the old one, the couldn't sell power so easily, so they created the mess we have now.

Going back to the old MM system...I have horrible memories of trying to track exactly what your weapon and bot levels were. One small level change and it would throw you into games with very OP opponents. When you advocate for weapon and bot strength to determine the mm, that requires Pix to set some sort of rate between each weapon and bot...or to give overall rating to groups of weapons and bots. What about someone (P2W) who has a high hanger but no experience or the F2P who has maxed old stuff but little or no new meta? Almost any attempted solution will suck and does anyone want Pix to provide another black box/non-transparent process that will cause immeasurable frustration? I don't. MM will not fix the unbalance of the game nor fair play. It just won't. The meta needs time to settle...Pix needs to not introduce anymore bots or weapons and use their data analytics to figure out balance...if it's not too late. Because this won't happen, there are just a couple of solutions...1) find something else, or 2) suck it up...it's a game...have fun...and 「female dog」 about the problems...thanks goodness for this forum.

I do sometimes wonder if some of the OP hangars i fight against have been legally purchased, in many cases a quick check of the players profile reveals 5 hangars full of the latest tech all fully upgraded and maxed, if one takes the time to work out the cost of those 5 hangars the figure you end up with is astronomical and makes you wonder just what kind of person spends that sort of money on a game that is always changing, new tech constantly replacing old, costs increasing all the time and it begs the question does pix ever do audits of player accounts matching their payment history with the hangars they have, lets face it some of these guys with the op hangars are just 15 years old where did they get the money to pay for 30 top bots fitted with the best weapons and all upgraded to mk2 level 12, which i might add hasn't been possible until fairly recent, the cost in gold and ag just to upgrade 1 bot is huge let alone 30 of them and nobody in their right mind spends that much money on something that could be made obsolete with the next update!

Pixie are mostly telling the truth, the prior league system did have flaws, however, not nearly as bad as the flaws of this system. Sadly, under the old one, the couldn't sell power so easily, so they created the mess we have now.
Quite frankly Pixionic received bad advice on how to increase income, instead of creating a power creep situation which always causes balance issues they could have simply improved the vip system offerring increased rewards for vip members , ie: all crates & battle rewards contain bonus amounts like more keys more components more silver etc. The fastest way to build income is to upsell on your established product line and the vip system could generate a reliable and increasing monthly income stream rather than rely on sometimes sketchy and random sales of bots and weapons. The one thing that scares players off a game is when they see that in order to progress or be competitive in a game they have to spend money in increasing amounts to purchase new tech. To Attract new players and build the player base the game needs to be challenging but not overly expensive let the players decide how much they want to spend and make the money through the sale of items that do not affect game play ie the vip system or sale of skins (Paint jobs) even custom decals for clans or an in battle voice chat system. Create a dependable monthly income and it makes budgeting for further development of the game so much easier and will attract new investors willing to put money into the company.

Here is an interesting tidbit I was unaware of. I am constantly messaging Pixonic tech and they me and I recently found myself in the Penalty League for no reason I could see. I am not a tanker. I report tankers. I don't join games to quit them. Nor do I use Deathmatch to lose and lower my league rating. I do select which games I wish to join, because, face it, sometimes you absolutely have the wrong hangar for the random match you end up with. Before dropping into a match, you have the option to not join it. Sometimes, however, the stupid game drops you into one before you get a chance to refuse it. The previous documentation for the game gave you a chance to bail out of a game in the first few second if you decided not to play it. I can't remember the time interval, but it was enough for you to make that decision and it was very useful when you find yourself in a 2v6 match on the wrong side.
Guess what, fans? That is no longer the case. Yessir, the rules have changed and I never saw the memo. You now have to play EVERY game. Not playing it means a tanked game on the server record. The server rules allow you to tank a few games before you get banished to the penalty league. Interestingly, I was doing just that and I triggered the algorithm and got sent to the Box. The good news that I exited after playing a few normal games without a hitch.
So be warned, do not ditch any game. Once you hit "Battle" you are committed.
