How do you tag another member?

This is the easiest way, I think. You have to use "Reply" instead of "Quick Reply" to get you the extra formatting buttons above the editing area.

Near the right, to the left of the "C" inside a square is an icon of an at sign ("@") next to what is supposed to be the head and shoulders of a faceless person. Hit that and type the first few letters of the user's name. Don't worry about upper/loser case. It should be able to find the profiles matching what you typed. Hit up/down to select the right one, and it'll insert the right code to reference them (which contains an "@" symbol, thus the icon).

If the tool doesn't find it, you may want to (in a separate window) click on their profile and look for their actual official plaintext username (no special characters or spaces), which should be somewhere in the upper right.

Note, it usually finds it even if the names are different, dangit.
