I could say that I almost always meet players with maxed out robots and weapons, sometimes with winged trophies, in battles. I'm at Silver League II and to them, my team mates were like flies. Those damn players have ridiculously low league for their lethal hangar. I hate them. I took screenshots and I always reported to Pixonic through in-game message board. But the situation doesn't really change.
I still meet those kind of players. I even noticed, I have met and reported some particular players more than once to Pixonic and they even still have the same hangar composition. Pixonic replied, sometimes, they said they will take action by putting them in low priority queue. But all in all, situation doesn't change.
Why the hell is that? I'm sure many players report this kind of activity. Why doesn't it really change for the better? I just want to have fun playing this game and I didn't play for free. I spent moderate amount of money to buy gold if there's a good deal. As a SL2 player, I don’t have a chance against these kind of players, especially with their new expensive robots and weapons. I'm dead before I even realized what happen. It's no fun, players like these ruin the fun of the battle.
Is there any explanation for this?

It seems you're new to War Robots. Here's the low down.
Pixonic deliberately created a "league" ranking system that, combined with the matchmaking algorithm that Pixonic is so very proud of, allows players to jump "leagues" at will. And so long as they follow Pixonic's prescribed method of doing so and they do not leave/skip maps they are allowed to beat holy hell out of players far out of their league both in terms of equipment and experience. And they never face punishment of any kind.
Because these players are Pixonic's beaters, the people responsible for driving the noobs towards their wallets for upgrades and expensive bots and weapons with the hugely mistaken idea that they will be able to compete with these beaters.
Most of us call these players tankers. As in they deliberately tank their "league" rankings to get access to the rewards that noobs should be getting in the matches but that Pixonic now gives to them instead as a reward for their efforts in stomping the snot out of the noobs.
Here's how Pixonic allows this tanking to occur.
After every match players are given or lose ranking points according to their place on the after action report cards. If a high "league" player is intent on tanking their rank they need only be one of the lowest scorers in the matches they participate in. Ideally they want the lowest spot as they lose 22 ranking points in any lost match. Even if the match is won they will only receive 3 ranking points. If you factor in a 50/50 win-loss rate that mean they would have to win 7+ times more than the number of times they lost. It's just that easy and it has been that way for almost a year now.
I was reporting those players too until it became so obviously futile. I keep seeing the exact same players I've reported several times over the last few months moving up and down between Expert and Bronze(I run two separate profiles at present. One Silver and one Gold-Diamond).
So either you endure it or you end up changing games. Because Pixonic doesn't give a cr*p about anyone's enjoyment anymore. They are just hunting for players with deep wallets and a willingness to use it.

I'm in Expert but I have more than enough squads with clanmates who are in Diamond or Gold. We draw soooo often players in silver with MK2 max hangars. It's crap but it's just Pixonic making every effort to reap the cash out of lower level players who want to be able to compete. P2W never has an ending.

As above, it is a whale behaviour prompting mechanism in there by design. Seal clubbers are the most notable enforcers/agents of the prompting mechanism. They get handsomely rewarded for playing their part.
Once you graduate into the mid ranks you are faced with a decision. Pay or put up with the regular beating every few games.
Event time is especially hard in silver/ bronze/gold. It’s a Pixonic declared seal clubbing season. Really good rewards entice the high level players to descend really low and grab the prizes the easy way. Low level players are rewarded by easy prizes for sticking around.
On a positive note. After the event, the majority of the seal clubbers will ascend in order to seek a more challanging game experience. Lower leagues will return to almost normal. Then the MM will take over as the foremost unbalancing mechanism in the game. The MM is probably designed to be just bearable for any new player. The mass migration will recommence a week prior to the next event.
Its open season now. Stiff upper lip for the time being.

It's sad when playing your best efforts lead to suffering. I might as well drop my league to lower Bronze and be a bully. But where's the fun in that? I guess you'd be bored after some matches. It's no fun, not in the long run. Phew, well, it's business anyway. Personally, I don’t mind spending a little money on a good deal but new robots and weapons are ridiculously expensive. You could buy a brand new PS4 for the price of an Inquisitor. Ok,then. At least now I know. Thanks for the enlightenment, Man. Damn money. I hate it when it's all about money. Money-money-money.

You can also do what many other clans are doing...custom events. Yes, it does not garner any reward. But it does give you the fair fight you desire in most cases. That's what my clan does when we are bored with getting clubbed. 3 vs 3, 4 vs 4, 6 vs 6...why not? It's sometimes a nice break from getting your bots innards strewed all over the map in the normal battles.

Btw, I tried to tank my league down but it's so boring. I couldn’t imagine players with initially high league bear to lower their league so low. How many boring battles they had to endure? Sometimes I found players repeatedly destroyed their bots and used their last one. That's the way to do it, right, I mean tanking?

It's not Pixonic's prescribed method but it appears that they allow it anyway. During these events especially you will see large numbers of players doing precisely what you described. The 96 beacons in succession can be done in less than two hours doing that. Grab one beacon, self destruct all one's bots and then run the last bot at another beacon as quickly as possible. If a player is lucky they might get two beacons before they are destroyed Then it's on to the next match while the last one they were in is left with a short handed team. But while these events are going on it's just as likely both sides will suffer from manpower losses. I must admit I got very frustrated with Pixonic's continued canned responses and the lies they make up claiming they are "dealing with the situation". I took my Steel Cat profile through those beacon tasks in a little over an hour and a half. And then I told Pixonic what I had done. Nothing happened. I wasn't put in the Low-Priority Queue. Did the same thing again in the next series of beacon tasks. Still roaming free. Proving beyond doubt in my mind that Pixonic just doesn't care about "fair gameplay".

Hey, let's not forget Pixonic's new method of endorsing tanking. Now all these tankers have to do is buy an extra hanger and run just one bot in it. Instead of self destructing they just just pick their single bot hanger while the match start counter is running then go out and get killed off as quickly as possible. They don't get counted as leaving matches that way and so can avoid any possible punishments for "skipping/leaving" and the tankers get the added benefit of not having to participate that much and get the lowest possible scores. Yay Pixonic! ?
