I have always been puzzled by how Pixo rolls things out. In poking around their corporate website, I found some info that gives me some hints on why.
When Pixo cracked 20 million downloads last summer, they said it was 7 million IOS and 13 million Android. The new numbers as of Christmas are 30 million downloads but I'm assuming the ratio stays somewhat the same.
So why roll out a MM change on IOS first? Piss off fewer people...the 10.5 million OIS users instead of the 19.5 million Android users.
Why does Android get the updates first? Some have said it is because Apple has more of a review process....or could it be that they are pleasing their customer base by giving the larger community the first dibs.
Oh well, just some speculation on my part but I've seen the question asked in the past on which OS had a larger player base....for sure Android by leaps and bounds.

App Store has a tighter update review process. By the time Apple gives the go for an update, Play Store already gets done with it.
But this isn't always the case. There are games that get updated before Android. I believe that is because of an agreement.

I believe that updates are released at the same time for both OSs but Apple takes around two weeks longer for them to approve updates and apps than Android. Android takes shorter as it's an open source and anyone can create and put up an app, whereas Apple you need to show credentials, ect.

Approval process for google and apple take different amounts of time.

As for server side changes, some of that may be done purposefully as a form of testing. Yes you can test software but no test can truly replicate a real world scenario of some 1 million users playing on the server. Better to only upgrade 1, shake out bugs and see what happens, thus potentially only hurting 1/2 the user population.
If they hit both and there was some bug, you could allienate more users.
