When news of a elo based MM came out, I voiced concerns that it might be like Rovio's Battle Bay situation where dedicated clubbers will tank their stats to continue clubbing newbies.
Are players able to tank to 0 and play 12/12 lancelots against destriers?

Third order effects; asking for consensus...
-moderation over period/ increased number of matches for Elo calculating -penalties for drop/ even for abstaining during count down. Gold or silver? -penalty for sub par/major drop in performance -pink bot skins if you drop below 20% wins

Some Androids just got a system update recently. My phone is now disconnecting from Wi-Fi a lot because of this update. Prior to this new problem, I kept getting sent back to the hangar because the game itself was/is unstable. You all talk of imposing penalties on people, but some of us "drop outs" are not doing this intentionally. If you are going to impose your "witch hunt" on other players, be sure you actually have a witch to burn, and not a bystander caught up in the BS.

As someone who had already referred to clubbing (as well as farming, I must admit) as sandbagging on the Wiki -- both as a comment and an edit -- I think at least one good result from this MM change is that the term is finally catching on more and more. Whether it be sandbagging your stats or sandbagging your hangar strength, the motive and effect seem pretty much the same to me.
I do acknowledge it's fun to drop down into Bronze or Low Silver from time to time, as it's a nice change of pace and you can have clan mates there. But I'm for playing at as high a tier as you can comfortably play as much as possible.
For these people tanking matches on purpose to play as low as possible, I say we all call them for what they are in more ways than one.

Penalties for repeated dropouts are overdue.
I did drop out in one game yesterday, Yama in high silver where I turned around and saw 2 Zenit Nori and one KWK Nori Natashas behind me. For these occasions I'll gladly accept the penalty for dropout, loss is guaranteed anyway.

I did go down to low silver to run squads with some clanmates, and the opposition was about the same level. I'll guess I'll run a Thunder Schütze/Taran Cossack lineup later today, just for fun and to see what kind of opponents I get. (For the record, I'll leave my Gepards in the hangar for this one. Put a 2-Mag Destrier in the lineup instead.) Seems like the MM still considers the hangar score as base, and adjusts for Elo. Not sure if the hangar score is smarter than before, so that a Gep is rated higher than a Destrier and a Galahad higher than a Vityaz.

They can penalize dropouts all they want. But as soon as they do, next thing you're going to have bots running blindly into enemy fire, doing 1k damage and getting killed in record time instead of outright dropping out. And people squadding to do exactly that. And then connection dropping and so on. They can only really penalise so much without doing more collateral damage than good.
The new MM, so far, is utter crap. Whether or not it will change, who knows really.
Pixonic has good reasons for doing this, and I think they are of an exclusively monetary variety. They can't be so dumb that they can't see that the game is screwed up for a lot more people now. They couldn't be dumb enough not to see this created and will create more issues than it fixes. They couldn't have been so dumb they wouldn't have predicted all of this too, and many more detrimental effects that we haven't even realized yet. They went through with it anyway - meaning they have their own good reasons and they're sticking to them.
Some will still play, some will leave. Some will still find ways to game the new system anyway. It's human nature and they can no more prevent it than they can have a game without players. So yes, they'll fix dropouts but I think it will only make those people move to the next thing.
