can anything be done about a clan leader and a couple of promoted guys that never play. I'd love to be able to dismiss them but that doesn't seem to be an option. Is there a time limit or something?

Try to chat with any of the clan officers if you see any of them on and find out what's up.
If you get no answers then it probably time to seek a new clan.

It's a problem because they are taking up spots that could go to active players. We have a problem having people available to platoon. I want to clear room to rebuild its not an active but laid back clan.

We faced the same problem in DOOM and eventually decided the best option was to start a new clan.

It's probably a doomed clan then. Is there anything special about it that prevents you from finding an active clan?
