Reasons for MM Imbalances due to a flawed Qualifier?

I've been in Expert 3 (iOS) for a long time. How long?
This screen was dated on the 25 Jun. After many attempts I found mix of bots combined with an across board Lv8 weapon set was just enough to head into Expert 3.
The problem? For 90% of my time in Exp 3 it has been with 20-50 league points from the Exp 2 cut off. Now that is a problem for MM balance. I believe it's mainly due to qualifier MM algorithms.
To move through my current tier required me to play better than the average of my tier, I managed to do so in several days, and so the next step was to qualifier for Expert 2.
A qualifier should have a cut off point on par with capability in the tier above, correct? I.e. In order to rise into expert 2 I need to perform as players in the middle of Expert 2.
However this is not so. In the majority of games I've collected data on my hangar has been able (even back in June) to outperform expert 1 & 2 hangars, yet to get to expert 2 the MM often pitches me against no less than Masters.
So I adapted my plan, in order to qualify for Expert 2 I shouldn't be trying to go head on against masters and champs, instead I need 5 games where I support my team of masters and champs while conserving my combat power to throw it all into the match winning play.
That works. For the first 2-3 of 5 games. But by the last 2 games the MM has pitched me against not only the most powerful hangars the game could offer but will seed my team with gold to low diamond players, tankers or frankly the worse players in the upper tiers.
So to qualify for expert 2 the requirement is for me to carry the team for a win against Champs.
Now this has some very negative effects to the general player base. Here's why.
During the time I've spent at the top of exp3, I've been gradually increasing my combat power through upgrades. (To currently this)
It's gotten to a level where not only could I hang with Exp2 hangars, I can routinely trounce the entire Expert tier and often the lower Master tier. Yet I lack the capability to carry the game against Champs, so stuck in Exp3 I am essentially forced to seal club my own tier as well as those below.
I think for qualifiers a play should be placed with and against player much closer to his/her own level not 5+ levels above. This will ensure hangars that perform at the top of the tier is soon pushed up and out rather than stagnating (& punishing) in the tier they're in.
Note: I have found experiences vary from account to account.
As I have multiple accounts I found that the same player on the same network playing on the same device could have one profile where he can dominate his tier yet unable to move up, then on another account, breeze through qualifiers yet have a hard time maintaining league points to stay in his new tier.
I'd love to have a look and fault find the MM algorithms used, but current it's safe to assume that it is currently extremely flawed and it is providing a negative experience to the player base as a whole
