Hi Folks.
When the new MM was announced I thought about where I want to go with my account in the long term. I came to the conclusion that I wanted all bots and all weapons in my inventory before deciding what items I want to max out. Level 9 was my strongest item when I made the decision and that was my limit for upgrading everything else.
Now, many months later, I have every bot except Butch and all weapons. Tons of stuff is at level 9 already and I'm constantly upgrading something. There will be a day in the forseeable future where everything is at level 9. From there I will stop upgrading and just enjoy the show for a while. When there are 500 millions collecting dust I can still decide to max out anything.
Lately I realized that there are several other people focusing on level 9 as well. Level 10 is the benchmark for ridiculous upgrade costs and level 9 is not to be underestimated on the battlefield. It makes kinda sense to camp at level 9 and enjoy a pretty much unlimited variety of gear to choose from. I'm having loads of fun since the big buff came out. Really enjoying the game right now.
Is there a growing number of pure "Lvl-9ers" around? Has the extinction of the old MM secretely caused a new trend? I was just doing my upgrading thing since the new MM hit us hard. I was just camping to see in what direction the whole game was heading. In the meantime it started to be very comfortable for me at level 9.
What are other people's reasons for sticking to lvl 9?

Im at level 9, but planning to upgrade to level 10. Level 10 is where you can hang your hat for a while imo after playing Level 9 for a while. Just enough extra punch to hand it to maxed players

I just spent 3 1/2 months leveling 7 weapons to L12 .. I'll be damned if I'm gonna do that again - 9 sounds good

For me, level 9 is the best place to measure a bot or weapon's effectiveness - which sounds similar to your premise. It's where a bot's max speed is capped and IMO just enough above the fray with respect to iOS leagues to really test against capable pilots or stand a chance against max hangars.
However my emphasis is on leveling builds I think are most relevant for me, vs leveling all weapons to 9. I like variety and flexibility so I probably have a good mix of light/med/heavies I can roll out depending on what sub goals I have in addition to winning (daily tasks, event tasks, experimentation). I don't have quite the discipline or patience to level everything to 9. And I plan to upgrade some things beyond 9 to see what the higher leagues are all about. And will probably never leave my upgrade queue idle unless (until) I run out of silver - or lose interest in the game.

My hangar robots are all at level 9 right now, and my equipped weapons a mixture of 9 and 10. But that's just where you happened to catch me. I will continue to level, first shots then bots, until I can't any more.

The brakes start to hit on leveling speed post 9, which in and of itself will cause a pileup. I feel that it also causes a fair number of players to start diversifying and leveling alternate gear just for the simple fact that doing so provides a more immediate sense of progress. Between the two I'm not surprised at the number of players in that range. It seems like it almost leads to the better matchmaking, as well.

I am pretty much 9/9 across the board. Reason, the newbie upgrade guide in the wiki said get every to 9, so here I am.
I will push on higher, but not for a little while, want to try a few other bots and sets ups and let the dash's happen before deciding what hanger to take higher.

For bots, level 9 maxes the speed. So it is kind of natural plateau.
For weapons, at 9 it feels at least to me, that damage starts to be enough to really hurt even level 12 bots, so in that sense it is "enough", if you play well and avoid being hit too much. More is better of course, but 9 feels good already.
Otherwise, depending on how much Ag you earn, you might start to feel the upgrade cost around level 9. 8-9 is a good compromise between upgrade cost and benefit. It's reasonable to upgrade stuff to about 8-9 even if you aren't sure you want to take it higher, or are afraid Pix nerfs it or buffs other stuff.
So for some (many?) players stuff just ends up at 9, and then they upgrade something, else because continuing to 10 feels so expensive.

I have some of my light weapons at level 11, and plan to take my medium and heavy weapons to 10. My bots are currently at 8, and I hope to take them up to 10 eventually. Hadn't planned to take anything besides the light weapons passed 10 for a while. May stay there and rest while I pick up a few more weapons and maybe a bot or two to fill out my hangar.

I think from now it will take me about two months to have at least 3 of each weapons at level 9. Noricum and Zenit included, they're currently at lvl 8. I'm about to be unaffected by Pixo's Buff'n'Nerf opera soon. Whatever gets tweaked, the answer is already waiting in my inventory. Looking forward to get that accomplished.

I'm in a similar boat since i'm always experimenting with builds on the battlefield. However there are a few things I do plan on maxing soon such as the ancile which I currently have at level 11. Ancile is way too useful to let it sit at 9. I'm currently sitting on top of a 350 mill silver reserve which grows and grows and my upgrade speed hasn't overcome the amount I earn yet. I also will likely take a breather at a certain point then selectively upgrade certain weapons.
With all the meta shifts going on i've stopped upgrading bots completely. When the dash drops there's a lot of bots that will go obsolete.

That's a REALLY interesting point. How much has the accelerated meta shifting that has happened over the last 6 months impacted hangar leveling. Could we have a significant increase in the player population with bots and gear around level 9 because of the need to adapt more often and hesitancy to invest in leveling for fear of a sudden shift? Any long-timers out there with perspective on changes over time?

I got my bots at 9 right now. Max speed and all. Pushing weapons to 12, then catching bots up. No reason for me aside from the maxed speed aspect.
