I think it refreshes based on the time the last task was completed. My 50 token task does not appear the same time as my 20 and 30 tasks.

One of my clanmates said they come every 25 hours. Not sure if that's true, but I have noticed all of the daily events have different start times. It's probably to encourage players to spread their playing time throughout the day.
