The skys are dark at times. The pests jump, fire and return to ground to their favourite hiding places. Sneak around cavities and hide between rocks. The War Robots equivalent of locusts (spectres) are infesting the battle field. And to make things worse, every man and his dog that I know is collecting spectre components.
Well maybe exaggerating a bit but is it time to nerf the spectre or buff something else?

The more the is, there more you learn how to fight them. Tbh if you keep watching the movements of some of the spectre pilots they ain't that hard to take down. If they're a good pilot then it doesn't matter what there in except Cossacks and similar, you still got a fight on you're hands.

yea, i always wait when targeting a Spec, try to see the load out to figure out how i'am gonna attack. i always wait for it to hit the ground.
don't know if others do this, but i usally try custom game with whatever hangar i'am using an practice fireing weapons with no lock(ex. tulus/pins, ork/pinata, taran/mags, whatever doesn't require lock to fire) an imagine scenario's where i would need to fire if i need to fight a stealthed or jumping opponent.
it actually helped me alot, with the Pix picked hangar i can use bots, weapons i don't have an try evasion techniques and learn more about how bots an weapons respond to sudden jukes.
fun fact: after a locusts plague many people an animals would eat the locust, after feeding there would be a trail of dead locust that gorged themselves to death.

Always let the spec make the first move.. If you go first they'll just jump and rip you apart.
If you have cover, a fast bot and wait for them to use their jump you got a chance. Only other way I know to get them is with range.

I am 350m away behind cover as well with my rhino. If I get near I am toast - cant even shoot at him in stealth. To walk around him is not possible to the left the map ends. to the right I would have to walk around another building. So I wait - he waits as well - nothing happens sound like fun when you 'know how to counter a spectre' right? so what would you do?

You pop a ?fluffernutter?-it-all and stare at them till they blink, someone comes near by to attack one of you and force the issue, or time runs out and the match is over.
These stand offs happen all the time in FFA and a lot of times there is no spec involved.. I'll pitch a tent and roast marshmellows with the best of them, they can goto hell.
If you have room to leave you can try that.. they'll probably follow you though and can start the process over again.
EDIT: Wait I see you're in a Rhino with apparently no escape route. Well you're in a walking bag of silver to be honest. not sure what game mode this was but FFA Orkans are everywhere and Rhino's drop like flies to them. Get a dash bot, Haechi/Ork is my fav, but Bulg/Scourge is nice, Even kumi would be better than the rhino in this situation cause you fast dash recharges and speed on your side.. they can be loaded with a number of weapons, tarans, orks, scourge, even see storms occasionally and aren't as bad as they sound.

They're pretty one dimensional compared to dash bots. They're not hard to figure out and counter plus they are squishy. Identify, wait for ability to be used then attack. A Kumiho up close with its dash spam and tiny hitbox gives me more trouble than a sphincter anything. The Haecheat has a built in ancile for some 「smart person」 reason and a tiny hit box with damage resistance to some weapons like shotguns that allow it to shrugge off damage as it dashes from cover hitting you with 3 mediums only to teleport back into cover and repeat almost immediately. I have way more respect for spec pilots than dashers and I hate specs. Dash bots are War Robots in easy mode.
