I keep reading that you should keep your weapons at least two levels higher than your bots. Why? Surely just upgrade everything as much as possible

Because dealing damage is more important than taking it, and the extra hp isn't really worth it (which is why not level is basically always lvl 4 until high silver)

So if I had upgraded my hangar to level 9 bots/weapons. Would you recommend I now leave my bots at level 9 and just continue with upgrading my weapons?

Medium and light bots, with the exception of boa, Gold and wsp bots, are more useless than not at level 9 due to the tier they are likely to be in. If you have issues in your current tier, you might want to get hangar help. But if you are talking about heavy bots, then I suppose it's fine, all you need is let the weapons play catch up on levels.

Its because of matchmaker. A 9/9 bot is matched equally with probably a 7/11? (need more confirmation, but I guess you know where I am going)
So more firepower = more damage = higher chance to win. Your hp added per level is much more inferior to the additional firepower upgraded per level for weapons, especially on those with multiple slots, like Griffin, Rhino etc.

Like what Zhou has said, War Robots tries to match make you with players around the same level of power as you. If your level 1 Boa with Level 1 Weapon is going against Level 6 Natasha and Level 12 weapons, a lot of players will be screaming foul.
That is why a tier system from Bronze to Gold is established. The tier system is no official and it changes from time to time without our knowledge. If you fall in the Bronze category, War robot will try to match make you with players with more or less equal power.
For noobs like me who have no clue what I'm doing, I pretty much leveled my weapons to level 7 too quickly and now I'm seeing low level bots but level 10-12 weapons and getting murdered. So use me as a lesson. Level 4 mediums and Level 6 weapons is a good start. Most important of all, focus on getting that 4th slot because this will increase the amount of damage and therefore increase your silvers and gold dividends.
