Can the Gareth be used consistently in low silver? I see them from time to time but I'm not sure if its just by chance because of MM or for another reason. Has anyone tried out this theory?

I have not tried it, (I jumped straight into HS with mine as that was where most of my bots were when I started using mine) but with the penalty I imagine the levels of both the bot and the weapons would need to be low... Possibly leave it a level 1 and try weapons from level 1 on up... if you get into low silver with 1/1 then try 1/2, 1/3, etc., until you get kicked up on a consistent basis. You would have to play multiple games at each level to try it, to account for MM inconsistency. I would guess that you could treat them the same as mediums or heavies as far as what levels get into what tiers. But that is just a guess... I am pretty sure that if the Gareths you see in Last Stand have any decently leveled weapons then it is a MM rubber band event. If you don't want to experiment, then in any game you see them check their levels at the end of the match to see what they used to get there.
With all that said, the Gareth really shines from about level 8 on up. Speed is nice there and the HP makes a bit more sense (remember, the shield's HP is 2x the Gareth's) at that level. As a result, I feel like its favorite place is High Silver/Low Gold. It works extremely well there for me.

I can't get it consistently into low silver. Even at low level it was tricky because you need low level guns too. It's a shame because it would be really good in low silver, and a fair counter for gep clubbers. As it is, it's really a tough fit into any hangar, I find, especially since it doesn't get really good until lvl 7 or so.

i think that Gareth have the same value of a Heavy AG Bot (Thinking on it as a Griffin just buyed), so in low silver it can be equipped with max Lv5 weapons, very bad... i try it, galahad and lancelot too, the best lv to use them all, is lv6, so much more focused on Adamantine and Gold tier, in lower tiers as Low Silver, the weapon mix is very low and the bot level make you play always as underdog. Gepard works better for this aim.

The britbots all have MM penalties for tiers lower then low gold, maybe ok in high silver but I'm not sure.

The brit bots and wsp bots have a penalty that is applied to your highest leveled bot of the highest weight class, their levels are irrelevant, as even if it is 1/1, the penalty is applied to the heaviest bot of the highest level.
As stated above, you would have to run a high bronze hangar (4/9,6/8,7/7 lights, 2/7, 4/6, 5/5 mediums) to use the Gareth,Galahad or WSP bots in low silver. The moment any of your bots pass the aforementioned levels, you will blend with high silver.

So, lets see. Since I use medium bots, lvl 4\6, a Gareth would fit right in, right? I want to use him for beacon caps and disturbance manuevers.

Run gareth at 4/9, your 4/6 mediums are going to bump you into low silver regardless of Gareth's level. If you're referring to Galahad, then 4/6.

This seems a little odd, for the penalty to apply on the biggest bot rather than the gold or wsp bot itself.

It was an oversight by the devs. When they originally released WSP bots, there was no penalty. There was an abundance of veteran players using them the way people use gepards now (trash low level players for au/ag in shortest amount of time). Pix released a lazy "fix" to that issue by incurring a percentage penalty to the user-stat battle modifier. It was easier than writing new scores to balance each individual weight class of WSP (penalty) bots, but ultimately ended up shunning them from anything other than high silver/gold.
