Foggy's a little foggy on this one. The fees do not apply to re-installs. This is only for active/new installs. Pixonic will not get charged if a user reinstalls the game. That would make no sense at all.
From Unity's license FAQ. Does a reinstall of an app on the same device count towards the Unity Runtime Fee? No, we are not going to charge a fee for reinstalls.

Not sure how much more of costs can Pixonic transfer to its customers, they already seem to be trying to squeeze every last dime.

a fair amount of war robots income comes from long term whales, who buy the newest meta stuff. however, they are eliminating more and more whales each update now.
