I’ve never had an effect chip over T3, so the best I’ve ever seen is .2% effect accumulation.
if I get my hands on a .6% chip, can I use basically any weapon to effect enemies with it, or am I still limited to only weapons that already do effects (cryos root weapons fireball weapons)
I’d like to try an effect chip on my Taran bot but I feel like it will just not move the effect meter.

Weapons with effect accumulation are best because they charge effects much faster than weapons without it. However, weapons without it can still apply the effects, they just need much more time, meaning that only brawling weapons really work in this case.
As examples, flames and EMGs can work with effect chips despite lacking effect accumulation, but the Dragoon family is pitiful. Generally speaking, weapons with high damage and fire rate are best.

I've been running Avengers on an Orochi. This setup is not bad damage wise but frustratingly pitiful at triggering effect chips.
Swap out to Hel weapons and effect triggers happen in 2 seconds or less. I really wish they would address this part of the game, but no.... Pixonic gonna Pixonic.

Lots of weapons just plain suck for accumulation. Surprisingly, this includes the new Toxic weapons. Flames, Fireballs and Froodles are all very good

Pretty much all of them although some are much faster than others. Weapons that already apply effects themselves also apply other effects from chips really fast. Skadi family, Cryo family, Shredder family, Corona family.
But if you use enough then even 4 havocs on a fafnir can apply them.

The answer is no.
It needs effect accumulation.
With t4 chip, flames and glacier can do.
You need 2 chips and 4 slot bot for taran and scourge. Taran has 5 second reload. If effect is on and no ammo, then wasted.
Before the nerf, I always ran out of ammo.

Best weapon imo, is the shredder. A T2 chip is sufficient to suppress in just about half a magazine ( 2 Shredders at L9). And there is the chance of lockdown as well. If you want both suppress and guaranteed lockdown, then make sure you have 2 circle slots, T2 as well for the lockdown chip.
Other weapons that are good for effects chips:
Pulsar (very good too) Magnetar (slower then shredder) Fireball weapons Froodle weapons
