Jeb go to the persons member page and get their user name and then put an @ in front of it in the message

Another option is to just us the @ picture in the tool bar. Note the yellow arrow I've put in the picture.
This won't show up if you're using mobile version of the site, though. If you're on a mobile version, you need to switch to Desktop version (check link at bottom of your screen).
