I was constantly around 60% until I entered into a crazy serial of losses a few days ago. I guess I probably had something like 2 victories in 20 games, and what was weird is that I always finished as one of the best of the loser team, often the best. But for some reasons, I kept being pulled into teams that had zero chances to win. Because of those losses I went down to 40% and dropped to the Gold league. Things went back to normal since then and I came back into Diamond. No idea what happened, if that was an incredible amount of bad luck, or if there is a hidden parameter that I don't understand. This is the sort of thing I experienced too ...many losses with no chance of winning ... I have been calling it the MM Smackdown .... it seems your winning% gets too high and you go through a losing streak no evidence to back it up but I got the "win 8 battles" daily task and it took so many battles to convert it... it used to be the task I would think "easy gold" but during that period I dreaded getting another one I went down to low 40% currently on 66% ... I am waiting for the smackdown to kick in again

Did the loss streak happen all at once (one evening or whatever), or was it over several days and at different times? If all at once, it could have been somehow related to your location and time of day and such. If latter, then it clearly was tied to you account somehow. I'm currently on quite nice win %, let's see if I get smacked down at some point...

A lot has to do with the times you play..Getting clan banged and tanked tend to happen a lot more when the traffic is heavy..I play a 4 game test if I loose all 4 from a tanker or 12/12 clan then I call it a day...The tide is stacked against you solo.

Voted Swings near 50% (9 bot / 8 weapon medium hanger) I ran about a 64% win moving from Diamond 2 to Diamond 1 then about half way through Diamond 1 the game changed. I'm currently at 2846 Diamond 2 and slowly climbing back up from a 44% win rate.
When I did the five qualifying matches, I got DC'd during the fifth match. I'm guessing MM used that half-a-game performance to push me down to D3. The match-ups I get around the break between D2 and D1 are pretty playable. If the league system and MM were more stable, I think the borderline between D2 and D1 would be my natural limit until I further upgrade.
MM is not very consistent. While most of my opponents are Diamond, I see more Expert and higher Reds than Gold or lower. One things that's odd is while I certainly do get streaks where I am the seal, the situation doesn't really reverse. Games I lost at League Rating 2900+ didn't need to be played. The imbalances was large enough to notice before checking stats. I don't see corresponding matches where I'm seeing Reds with level 7 bots and weapons.
Between March 19th and March 27th War Robots says I've won 69 games. 22 of those wins were from the last 50 so there are at least another 38 games played (and lost). The previous 32 wins reflect a 64% win rate (another 28 games lost). So over 8 days, at least 135 games played. That's enough data points that I should start seeing a more normal distribution. Instead I'm seeing oscillation (three full cycles since the new MM hit). If I were teaching stats, I could build a semester around this new Match Maker. I'm not much into conspiracy theory, but they have to be putting a thumb on the scales somewhere. The oscillation are too regular and too predictable. Roughly 65% is the max preceding the death spiral, and roughly 45% is the minimum preceding non-manipulated match-ups. I'd guess around 200 games per cycle. I'm curious if others are having the same experience.

I played like two hours to get my third victory of the day. What was really odd is how my teams were hopeless. You could do top damage and top beacon, it didn't matter. I guess I played easily 20 games that day.

Update,
firmly planted in Diamond I - not really progressing forward.
Battling MM with a high 50 - low 60 War Robots.
Got my Fury! Now L7, still a big shiny target on the horizon still. Very challenging where to roam on Canyon & Shenzen.

Playing solo in Top still sucks. You're constantly facing squads, and despite 5 minute plus wait times the matchmaker seems unable to put evenly matched teams together. Not only do many randoms suck, but they tend to quit a lot. The solution I've been using is to squad up more myself. If I play with quality randoms I invite them. It doesn't take long to turn the tables- you'll virtually never have a squadding player quit. After a bad dip playing solo the old way I've finally got my win percentage back up to more respectable numbers, though apparently being maxed it doesn't count...
