I'd say use the 1500 gold for a weapon or weapons or just save for future use.
If you decide to go ahead and open one, create a twitter address, FB page, YouTube channel, discord channel. Set minimum's and rules for clan members. Keep good records. Start inviting non-clan members you see and like in all your battles.
Then be prepared to work to keep the clan going and moving up the ladder.
Also pick others you can trust to be your sergeants to help out.
And that's just the beginning. Others on here will probably expand on this.
The clan I recently joined on Android, I couldn't believe the amount of time they had put into it. It resembles the structure of a small business, very impressed by their efforts.

I'm an officer in Iron Smiles atm, and before that Exile and before that the original Wiki clan. Currently I don't do a whole lot other than post in the group and reject noob requests, but when the Wiki clan was still small (rank 600+) we did a ton of recruiting, mostly through the wiki forums but also a little from inviting people in-game. How you recruit also depends a lot on your vision for the clan... for example, if you just want to be in the top 100 work on constantly recruiting and kicking inactive members. If you want to build a small group of loyal players then make a facebook group, facebook/line group chat and be selective with your requirements - don't just invite anyone in only to kick them a week later. The key to any clan's long-term success is engagement, though - you need your members to feel like part of a family so they don't all leave whenever they get bored. Make some clan contests, talk in the clan chat, platoon often, and have fun! Good luck with your clan

If may offer my advisement to add to those who have made very useful and valid points or suggestions.
* Be strong as a leader: your account (bots) should be strong enough to hang with the best of your crew. Be the anchor! * Have a vision: set achievable goals. set your clan apart from others. Remember you are representing a bran that you want your crew to believe in. * Know your crew: have a connection with them. Platoon with your officers often and give them encouragement to lead on your behalf. * Have a social media presents and be creative or empower those who can help you with this. * Be willing to reward members of your crew on milestones and meaningful achievements. * Be knowledgeable about the game, adapt and be open to learn. Build your team on quality not quantity.

On Windows: Window+R (run command) and run "charmap.exe", or search your Start menu for "Character Map".
On iOS and Android: Long press the related basic letter or symbol on the on-screen keyboard, and you should get a pop-up with alternate lettering options.
