What is the best way to fire the Shocktrain? Firing only when fully charged? Or continuously? Is each charge equal? Or is there scaling? I'd really like to know if anyone has done the math so I, and others, can get the most efficient use out of these new toys.

I would say with any weapon that a fully charged Shock will do its most damage. that is why you hear the wind up sound on every shocktrain then Pow!

Think of it as a mini treb. Charge up, pop up then shoot. Rinse, repeat.

Just had a match with a guy rapid firing shocktrains. It wasn't very effective. Kinda like getting zapped by depleted gekkos. It is a bit worrisome at first seeing repeated shock bolts hit you though.
My advice other than scrapping them would be to let them charge. You wouldn't fire away with trebs every 3 seconds

STs require a lot of practice and skill development to use effectively. It is a high skill weapon. Similar to a hydra and don't let people tell you otherwise. But once you get your skill up to scratch you can do incredible damage :-)
The key is to let it charge fully so that you cause maximum damage from a charge and point and shoot. otherwise you are waiting for the recharge and not delivering the maximum damage hence your DPS will be low.
