I will post a screenshot of it when I hit the limit again. At a certain point, I no longer receive ads. It resets at midnight. Resettimg ad identifier does not change it, which makes me think it is a hard limit. I have hit this multiple times since 5.3.

I am on iOS and have had the ad limits back in place since 5.3. I will say the counter must be within the tablet as all I have to do is switch iPads and can continue with adds. This was also my method when they first established ad limits. I could limit out on phone, and two iPads.

In Settings - Privacy - Advertising - I have Limit Ad tracking turned OFF. I did this initially when they started playing with ad limits in 5.2 and thought there was something wrong with my iPad. Caution - I could be barking up the wrong tree here because the other ad limits apply as I have previously stated. ( for reference I have an iPad Pro 9.7).
