You could rate a hanger Vs avergae DMG over 50-100 games. If a hanger has level 10.weapons/bot and has an average DMG of > 200k. Gone. Legitimate or.not, we don't want them in the game.
You can do the same thing but against the league they are in.
You could also track how many leagues they have risen and fallen through over the last 6 months.
You could create a.trigger if someone drops 2.leagues from qualifing, add a counter. Hit 3 your gone.

Because if you think for even a second that Pixonic is going to kick players just for being mediocre, or for buying huge upgrades, or buying someone else's old profile, or for running up and down their stupid "league" tiers, then you're delusional.
They purposely built a tanking algorithm into the game. Deliberately. A system that is so easily exploitable as to be ludicrous. And in all these many, many months, after implementation of this tankers paradise they have flatly refused to do anything about it beyond mouthing a few paltry platitudes to shut players up. Of course they deny any such thing, but d*mn, it's as obvious as a t*rd in a punchbowl. Do you really expect anything more than the same ol', same ol' from them?
As I stated, I yo-yo constantly. Why? Because I'm not going to be dictated to by anyone on how to play the game or on what robots I should be using. I run what I want and I play the game my way. And Pixonic has concurred on that sentiment many times. They do not want players feeling limited in what they can play with, or how each player decides to play the game. On that I am in total agreement with them on, no matter how much I disagree with other aspects of their dealings with player/customers. Going by what you've just suggested you'd have players booted just for taking too long doing their daily tasks. "Move it, granny, or I'll run you down with my shopping cart!"
